The quality of watch and clock products in Hong Kong is valued globally. The industry is ranked no. 2 in terms of export and output values. Recently, the industry focuses on high value-added endeavors including research and development (R&D) and chronometers, offering prospects for young people in the field.

Earn and Learn | : | Under the scheme, participants will receive on-the-job training and classroom learning at the same time. A steady income and a recognised qualification are guaranteed |

Free Tuition | : | Free tuition for Secondary 3 to 5 school leavers |
Professional Career after Scheme Completion | : | Upon completion of the scheme, graduates of Diploma of Vocational Education (DVE)* programmes will be entitled to a monthly salary not less than $10,500 |
Flexible Articulation Pathways | : | Graduates can pursue further studies to acquire higher qualifications and become a professional in the field |
*Formerly named “Diploma in Vocational Education”
Study Arrangement
The first year: |
Participants will study a full-time Diploma of Vocational Education (Watch and Clock) programme at the Youth College. |
The second to fourth years: |
Participants will be employed by the participating companies as apprentices. Employer will also sponsor the apprentices to study the part-time-day-release DVE programme. |
Allowance & Salary*
The second to fourth years: |
Participants will receive a total subsidy of $30,800 from their employers, a guaranteed monthly salary not less than $8,000# and an average of $2,500& Government Allowance. The total monthly income can reach up to $10,000. |

Monthly average $10,000 or above |
The third year of training Monthly salary not less than $8,000# and an average of $2,500& Government Allowance |
Monthly average $10,500 or above |
The fourth year of training Monthly salary not less than $8,000# and an average of $3,000& Government Allowance |
Monthly average $11,000 or above |
An additional subsidy during the second to fourth year | $30,800 |
* Mode of issuing subsidy and Government Allowance may also vary across trades and industries.
# For apprentices who join the VTC Earn & Learn Scheme on or after 1 April 2024, the guaranteed monthly salary will be adjusted to $9,000.
& For apprentices who join the VTC Earn & Learn Scheme on or after 1 April 2024, they will be entitled to the Monthly Apprenticeship Training Allowance of $1,000 per month during the apprenticeship.

Tuition Fees
Secondary 3 to 5 graduates studying the Diploma of Vocational Education can enjoy free tuition. |
