    Officer (Procurement & Projects)

    The Technological and Higher Education Institute of Hong Kong (THEi) is a member institute of the Vocational Training Council (VTC), estahlished 2012.  It is an innovative, professional and entrepreneurial organization committed to greening and sustainability.  THEi offers more than 20 professional “Applied Science-oriented” degree programmes across six Academic Departments: Department of Food and Health Sciences, Department of Construction, Environment and Engineering, Department of Sport and Recreation, Department of Hospitality and Business Management, Department of Design and Architecture, and Department of Digital Innovation and Technology.  These programmes cover industries with growth potential in Hong Kong and the Asia-Pacific region.  The programmes integrate practical applications with theoretical knowledge to ensure that students can effectively apply what they have learned.  Our degree programmes are accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, as well as by the relevant professional bodies where appropriate.  By adopting an applied Science-Oriented teaching approach and focusing on applied Bachelor's degree programmes, THEi equips students with professional skills and knowledge to meet various future challenges upon graduation.  THEi also collaborates closely with the industry and engage students in active learning pedagogies including a strong emphasis on project-based learning involving real-world problem-solving with and for local industries and professions.

    Major Duties:
    (a) To administer procurement operations, including issue and acceptance of tenders, sourcing, contract monitoring, tender and contract negotiations;
    (b) To implement procurement policies and procedures;
    (c) To offer professional advice or guidance to users on procurement and supplies matters;
    (d) To help maintain operations of computerised procurement and supplies system effectively;
    (e) To perform budget vetting, control and monitoring;
    (f) To prepare financial and management reports, provide analysis for the management;
    (g) To assist in the development and implementation of accounting policies, systems, and procedures; and
    (h) To assist in the development and implementation of projects assigned.
       
    Requirements:
    (a) A recognised degree in relevant disciplines, or relevant professional qualification, or equivalent;
    (b) At least 2 years’ relevant work experience at the supervisory level, preferably in sizable or comparable organisations;
    (c) Proficiency in Microsoft Office software and computerised accounting or purchasing system;
    (d) Good negotiation, problem-solving, time management and interpersonal skills;
    (e) Good team spirit and ability to work under pressure; and
    (f) Good command of spoken and written English and Chinese.
         
    Notes:
    (1) The post is at the rank of Officer.
    (2) Shortlisted applicants will be required to attend and pass a written test.
    (3) The appointee may be required to perform duties at different sites and outside Hong Kong, and work irregular hours, shifts and on Saturdays and Sundays as necessary.
    (4) The remuneration package will be competitive and commensurate with qualifications and experience.
    (5) The appointee will work at Chai Wan Campus.
