    Systems Manager
    Information Technology Office

    Major Duties:  
    The appointee(s) would take up duties in ONE of the following areas:  
    (a) Digitalisation  
      (i)  To manage the projects across the project life cycle, including funding acquisition, tendering, feasibility study, budgeting, solution development and testing, vendor and contract management;  
      (ii)  To collaborate with teammates, users from different disciplines and operation units to collect user requirements, perform user journey analysis, consolidate use cases, identify pain-point and areas of improvement in user journey;  
      (iii)  To conduct market research and maintain good knowledge of the latest trends in education sector, digital solutions, and materials, and identify opportunities to apply these in our projects; and  
      (iv)  To support other projects and ad hoc tasks when required.  
      For Smart Campus  
      (i)  To support team head to establish the objectives and strategies of digital initiatives and projects, focusing on Smart Campus, Smart Classroom, Meeting room Modernisation and related systems design and development; and  
      (ii)  To lead and deliver digital initiatives and projects by implementing smart technology, such as IoT, API, AI, Robotics, digital solutions.  
      For Endpoint Management & Website Solutions  
      (i)  To oversee the deployment, configuration, and maintenance of endpoint management solutions and tools, including mobile device management, endpoint security, virtual desktop infrastructure (VDI), USB storage restrictions, and software asset management. To implement policies and ensure compliance with security guidelines and best practices for all endpoint devices, including PCs, Macs, and mobile devices;  
      (ii)  To manage PCs, printer and software contracts, including Microsoft Products and Services Agreements (MPSA) and Microsoft Campus Agreements (MCA). To oversee the notebook ownership program and Apple School Manager; and  
      (iii)  To develop policies and guidelines for departmental website management.  To ensure robust website security, promote digital accessibility, and facilitate hosting support and cross-border network solutions.   To collaborate with vendors and users to develop and maintain websites that comply with security policies and guidelines.  
           
    (b) System Development  
      (i) To assist the management in overall planning, development, implementation, and enhancement in IT projects;  
      (ii) To lead team members in supporting and maintaining IT services and infrastructure as well as programming and testing with enforcement of the Council’s IT policies and guidelines;  
      (iii) To carry out feasibility studies and requirement studies in formulating and enhancing IT solutions;  
      (iv) To perform system, workflow and operation designs; and  
      (v) To liaise with various operational units and vendors on IT projects and to ensure the enforcement of the Council’s IT policies and guidelines.  
           
    Requirements:  
    (a) A recognised degree in IT or equivalent with at least 5 years’ relevant work experience;  
    (b) Solid experience in IT project management;  
    (c) Good supervisory skills, interpersonal skills and be a good team player; and  
    (d) Proficiency in English and Chinese.  
    (e) For Major Duties in Smart Campus, applicants with excellent knowledge, certifications and hands-on experience in any of the following aspects will be an advantage:  
      (i) IoT / Smart Campus Solution / Smart Classroom Solution / Smart Building Solution;
      (ii) Facility Booking System / Integrated Operations Centre (IOC) / CCTV AI Camera / Digital Signage;
      (iii) A broad range of audiovisual (AV) technologies, including AV over IP, control system; and
      (iv) MQTT, Modbus TCP / RTU, LoRa, ZigBee, WiFi, Bluetooth and NB-IoT application implementation.
    (f) For Major Duties in Endpoint Management & Website Solutions, applicants with excellent knowledge, certifications and hands-on experience in any of the following aspects will be an advantage:  
      (i) Endpoint Management (Microsoft Endpoint Manager, Jamf) / Mobile Device Management (Intune, AirWatch) / Endpoint security (antivirus, encryption) / VDI solution / USB storage blocking / Software Asset Management (BCM);
      (ii) Bulk contract negotiation / printer or software contracts / PC procurement / maintenance contracts / Microsoft agreements (MPSA, MCA) / Notebook Ownership Programs / Apple School Manager; and
      (iii) CMS solutions (Joomla, Drupal) / Website security (SSL/TLS, firewalls) / Digital accessibility (WCAG) / Website hosting solutions (cloud-based, CDN).
    (g) For Major Duties in System Development, applicants with excellent knowledge and hands-on experience in any of the following aspects will be an advantage:  
      (i) Student services such as Mobile app, Lifelong learning, Timetabling, Class Attendance, and student records administration;
      (ii) Student Lifecycle Management such as student admissions, student records and assessment administration;
      (iii) Corporate services such as accounting, finance, and procurement processes;
      (iv) Design and develop ETL processes and data models to support various data integration;
      (v) Hands-on experience in Oracle database, Linux, JAVA, Spring, Spring Boot and RESTful API;
      (vi) No-code development platform (e.g., Power Apps);
      (vii) CI / CD pipeline of a large-scale enterprise application in on-premises environment (e.g. Ansible, Docker. GitHub, Jenkins, Kubernetes & OpenShift, etc); and
      (viii) Preferably having experience on managing API gateway, message queuing system and developing Microservices to improve the efficiency and scalability of IT systems.
         
    Notes:  
    (1) The post is at the rank of “Senior Officer”.  
    (2) Applicants with less relevant experience and / or qualification may be considered for the post of Assistant Systems Manager, at the rank of “Officer”.  
    (3) Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.  
    (4) Appointees may be required to work irregular hours / outside normal office hours and / or at different work locations on a need basis.  
    (5) Appointees may be posted to any operational units of the VTC, for example a campus / centre, to carry out similar duties, and have different post titles which are subject to change at the Council’s discretion.
