Major Duties: |
The appointee(s) would take up duties in ONE of the following areas:
|
(a) |
Database Administrator in the area of Infrastructure Management |
|
(i) |
To provide technical support for Oracle / MSSQL / MySQL databases; |
|
(ii) |
To perform database design, maintenance, configuration and upgrade; |
|
(iii) |
To supervise DBA sub-team for the continual support of database service and database technical solution that meets the VTC’s IT requirements; |
|
(iv) |
To monitor, maintain and tune database for improving reliability and performance; |
|
(v) |
To develop and implement standards and best practices for database administration; and |
|
(vi) |
To assist in the overall planning and coordination of the development in IT infrastructure and other projects with Smart Campus Initiatives. |
|
|
|
(b) |
Container / Kubernetes Administrator in the area of Infrastructure Management |
|
(i) |
To provide technical support for the container platform such as OpenShift / Kubernetes cluster; |
|
(ii) |
To perform container application platform design, maintenance, configuration and upgrade; |
|
(iii) |
To extend the container application platform running on various Cloud environments such as AWS, Azure, Alibaba and Huawei; |
|
(iv) |
To administer and maintain the patch management system / platform such as Redhat Satellite for Linux System running on VM or Physical servers; |
|
(v) |
To supervise sub-team for the continual support of container platform service that meet the VTC’s IT requirements; |
|
(vi) |
To develop and implement automation tools for the deployment of container administration; and |
|
(vii) |
To assist the management in the overall planning and coordination of the development in IT infrastructure and other projects. |
|
|
|
(c) |
System Development |
|
(i) |
To assist the management in overall planning, development, implementation, and enhancement in IT projects; |
|
(ii) |
To lead team members in supporting and maintaining IT services and infrastructure as well as programming and testing with enforcement of the Council’s IT policies and guidelines; |
|
(iii) |
To carry out feasibility studies and requirement studies in formulating and enhancing IT solutions; |
|
(iv) |
To perform system, workflow, and operation designs; and |
|
(v) |
To liaise with various operational units and vendors on IT projects and to ensure the enforcement of the Council’s IT policies and guidelines. |
|
|
|
Requirements: |
(a) |
A recognised degree in IT or equivalent with at least 5 years’ relevant work experience; |
(b) |
Solid experience in IT project management; |
(c) |
Good supervisory skills, interpersonal skills and be a good team player; and |
(d) |
Proficiency in English and Chinese. |
(e) |
For Major Duties in (a) Database Administrator in the area of Infrastructure Management, applicants with excellent knowledge and hands-on experience in any of the following aspects will be an advantage: |

(i) |
Oracle versions 11g / 12c / 19c; |
|
(ii) |
Oracle Fusion Middleware, Oracle Real Application Clusters (RAC), Automatic Storage Management (ASM), Oracle Advanced Security; and |
|
(iii) |
Microsoft SQL Server 2019 / 2022, MySQL. |
|
|
|
(f) |
For Major Duties in (b) Container / Kubernetes Administrator in the area of Infrastructure Management, applicants with excellent knowledge and hands-on experience in any of the following aspects will be an advantage - |
|
(i) |
Architecture, implementation, and operation of container environment (e.g., OpenShift, Kubernetes, Docker); |
|
(ii) |
Cloud computing (e.g., AWS / Azure / Alibaba / Huawei); |
|
(iii) |
Automation tools (e.g., Ansible, Jenkins, GitLab CI / CD); and |
|
(iv) |
Patch management (e.g., RedHat Satellite). |
|
|
|
|
|
|
(g) |
For Major Duties in (c) System Development, applicants with excellent knowledge and hands-on experience in any of the following aspects will be an advantage: |
|
(i) |
Student services such as Mobile app, Lifelong learning, Timetabling, Class Attendance, and student records administration; |
|
(ii) |
Student Lifecycle Management such as student admissions, student records and assessment administration; |
|
(iii) |
Corporate services such as accounting, finance, and procurement processes; |
|
(iv) |
Design and develop ETL processes and data models to support various data integration; |
|
(v) |
Hands-on experience in Oracle database, Linux, JAVA, Spring, Spring Boot and RESTful API; |
|
(vi) |
No-code development platform (e.g., Power Apps); |
|
(vii) |
Experience in a CI / CD pipeline of a large-scale enterprise application in on-premises environment (e.g. Ansible, Docker. GitHub, Jenkins, Kubernetes & OpenShift, etc); |
|
(viii) |
Preferably having experience on managing API gateway, message queuing system and developing Microservices to improve the efficiency and scalability of IT systems; |
|
(ix) |
Development or maintenance of application in MS Dynamics 365 environment; and |
|
(x) |
Experience with SCRUM or other Agile methodologies will be an advantage. |

Notes: |
(1) |
The post is at the rank of “Senior Officer”. |
(2) |
Applicants with less relevant experience and / or qualification may be considered for the post of Assistant Systems Manager, at the rank of “Officer”. |
(3) |
Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic/professional qualifications but with less experience may also apply. |
(4) |
Appointees may be required to work irregular hours / outside normal office hours and / or at different work locations on a need basis. |
(5) |
Appointees may be posted to any operational units of the VTC, for example a campus / centre, to carry out similar duties, and have different post titles which are subject to change at the Council’s discretion. |
