    Ms LI Fung-ying, SBS, JP

    Former Chairperson, Federation of Hong Kong and Kowloon Labour Unions

    Ms LI Fung-ying is a well-respected figure in the labour sector and has long been actively engaged in public services. Ms Li was formerly Chairperson of the Federation of Hong Kong and Kowloon Labour Unions, and former Vice-Chairperson of the Hong Kong and Kowloon Electronics Industry Employees' General Union. Ms Li possesses a rich diversity of experience in trade union, in policy-making and implementation of measures in vocational and professional education and training, employees retraining and youth development. Ms Li’s longstanding and multifaceted contributions in Hong Kong, particularly her effort in sustainable manpower development and youth development, has enabled enduring progress towards equal opportunities for development of young people from grassroot families.

    Previously, Ms Li was Member of Legislative Council, in the Labour functional constituency (2000-2012), member of the Manpower Development Committee (2005-2007), member of Employees Retraining Board (1992-2000), as well as Commission on Poverty (2012-2017) and its Youth Education, Employment and Training Task Force (2017-18). Currently, Ms Li is member of the Minimum Wage Commission.

    Ms Li’s long term and staunch support for vocational and professional education and training is commendable. She served as Council Member of the VTC, totaling 11 years, from 1992 to 1998, and from 2009 to 2014, during which she was always enthusiastic in advising, nurturing, and facilitating numerous major strategic developments of the VTC over the decades.
